chore: tibi-types als Submodul, validate bricht bei Warnings ab

Browse Source 
- tibi-types nach ./tibi-types als Submodul (relativ ../tibi-types.git), CI holt es via submodules:true
- tsconfig + validate enthalten Sibling und ./tibi-types (Fallback, fehlende Pfade ignoriert TS)
- yarn validate mit --fail-on-warnings
